They typically are narrower in scope than other policy statements and address issues that are likely to be resolved over a fairly short period of time. They expire at the next annual meeting.

Introduction

The nation's state legislatures are participating in a profound change in the way our federal system operates. From welfare to health care, from child care to the clean air, from housing to education, state legislatures are assuming an enlarged and more responsible role in our federal system. As these policy and administrative responsibilities have expanded, each state legislator in the country has become aware of how critical it is to participate in the public policy decisions made not only in their state capitals, but in Washington, D.C. as well. This awareness is reflected in the official policies of the National Conference of State Legislatures contained in this document. These positions, for the most part, are connected by four concerns: (1) that the federal government minimize the extent to which it mandates state laws or regulations without providing adequate funding to support the program; (2) that the federal government resist the temptation to preempt state laws; (3) that Congress pass no legislation and the Administration adopt no regulations that violate the integrity of the intergovernmental fiscal system; and, (4) that states be allowed maximum flexibility in crafting innovative solutions to domestic problems.

The positions included here has been adopted at NCSL's Legislative Summit which occurs annually. Each position was approved by at least a three-fourths majority of the states and territories present and voting.
