Shipping and Handling Charges
The purchaser pays handling/shipping charges. All orders are shipped U.S. Priority Mail. The customer can request Federal Express shipping for an additional charge of $12.00 or we can bill a Federal Express account. Shipping costs are as follows:

When Publications are Unavailable
Should a publication not be available and your company has paid, you will receive an invoice stating that the item is either back-ordered or out of print. If the publication is back-ordered, NCSL will notify you of the back-order status. Once the item is received, it will be mailed along with an invoice showing the balance due, or, if a credit card number has been given, it will be charged. Should the item be discontinued or out of print, a refund will be issued.
Claims and Returns
Claims on orders that have not been received must be made within 30 days from the date on the invoice to receive a refund or a replacement copy.
For returns, please supply the Publication Order Desk with an invoice or invoice number and the reason for the return. The publications must be returned before a refund is processed. Publications must also be in saleable condition in order to receive a refund, unless the item was damaged when received by the customer.
Customers who return publications that have been paid by check will receive a refund check. If the purchase was paid by credit card, the card will be credited. All refunds are issued minus handling/shipping and the $3.00 restocking charge per publication. NCSL does not issue credit to be used for future orders.

If items have been mailed in error or damaged during shipment, a refund will be issued including handling/shipping charges. Returned items will be refunded minus shipping/handling fees plus a $3.00 restocking fee per publication. Refunds are mailed in 4-6 weeks after the initial processing occurs.
Cancellations
Publications:
Publication orders can be cancelled with no charge if the order has not been shipped. If the shipment has been sent, the order must be returned along with a copy of the invoice. The invoice can be cancelled if there is not a balance due, otherwise, the invoice will be refunded less the handling/shipping charges and a $3.00 restocking fee. Subscriptions:
Subscriptions can be cancelled at any time during the year. The remaining un-mailed issues will be refunded at a prorated cost.
Volume Discount Policy
Quantity discount applies only to publications that are ordered in bulk. Bulk orders with more than 20 items will be shipped at freight cost.

Copyright on material published and distributed by NCSL is held exclusively by NCSL unless specifically noted otherwise. Use of NCSL materials falls under normal copyright law.
Copies or reprints of a publication and/or PDF Files or part of a publication and/or PDF Files copyrighted by NCSL may be made only upon receipt of written permission from NCSL. In written permission, NCSL will specify what can be copied, who is permitted to make copies, and how many duplicates can be made. The cost for reprints is $50.00. If permission is granted, it is given on a one-time basis only. NCSL must be contacted in order for the company/customer to use the material in another instance, or if the company/customer desires use of an additional NCSL publication.
