Plenary Session - Bringing Parliamentary Procedure to Life -- It's Not Just a Job...It's an Adventure!

Attend an interactive session where you can learn about and discuss parliamentary and legislative scenarios encountered by your peers.  First, you'll learn why the Mason's Manual revision is a ten-year process and hear about the Commission's work to date.  Next, ASLCS parliamentary pros will present real-life situations and solicit your questions and feedback. Finally, attendees will break into small groups which will analyze parliamentary practice case studies.

Concurrent Session - The Boring Ultimatum

Information technology is the means to an end, in this case enabling and enhancing the functionality of the legislature.  While many of us would simply like it to work without having to know anything about it, there are some basic issues of which we all need to be aware.  In this session two IT directors will have a dialogue with two clerks about issues that your IT staff needs you to understand and take into account in your operations.

Concurrent Session - The Legislature of the Future - It is Here!

Eight years ago, NCSL undertook a major study of the future of state legislatures.  This year, an update by the Legislative Staff Coordinating Committee found that some of the forecasted issues already are having a profound effect on state legislatures.  Discover if these predictions ring true for your legislature and learn how legislative staff can offset negative trends and protect the institution.

Concurrent Session - Arthur Ohnimus:  Pioneer of the Full-time Legislature

Arthur Ohnimus played a pivotal role in the development of the modern, full-time legislature, serving as a California Assembly employee from 1915 to 1963, including 37 years as Chief Clerk.  His amazing historical collection of legislative memorabilia was donated to the Assembly and is being processed, researched, and shared with the public.  Hear about the Assembly’s experience in preserving legislative history, learn about the Collection, and examine some of its most interesting items.
